Cheryl Conner

Cheryl Conner, RN

Chief Executive Officer

Cheryl joined Emergency Service Partners in 1994 and has been the driving force in the company's growth and success ever since. A graduate from the University of Texas, Cheryl worked with UT’s business school to create a joint MBA program with the School of Nursing. Her management career includes roles as an ED department director as well as in hospital administration, human resources, quality management, and consulting.

Cheryl’s successes include creating software to measure individual physician quality performance that sold to more than 200 hospitals nationwide, designing one of the nation’s first case management programs, and creating cross functional, multi-leveled quality improvement programs. Because of her innovative mind-set and proven track record, Cheryl has served on several industry-related national task forces; she currently serves on the board and executive committee of the Emergency Department Practice Management Association.

 Sam Roberts

Sam Roberts, MD, FACEP

Founding Partner and Manager
Chief Medical Officer

Dr. Roberts is a founding partner of ESP and has served as the Medical Director for the Emergency Department at Seton Medical Center since 1987. As a managing partner, he is directly involved in the day-to-day operations of ESP and serves as Secretary of ESP's Board of Managers.

Dr. Roberts graduated in 1978 from the University of Texas Medical Branch (UTMB) at Galveston. He was Board Certified in Family Medicine in 1981 and was Board Certified in Emergency Medicine in 1987; he was certified by the Board of Forensic Examiners in 1997.

In addition, Dr. Roberts is a Clinical Assistant Professor of Emergency Medicine for UTMB and is Clinical Faculty Member of the UT Southwestern-Austin Emergency Medicine Residency program.

From 1991 through 2008, Dr. Roberts served as Chairman of the Pharmacy and Therapeutics Committee for the Seton Family of Hospitals. He is Past President of the Seton Family of Hospitals medical staff, and is Past Chief of Staff for Seton Medical Center-Austin. He is also a Board Member of the Seton Fund, a member of the Seton Medical Center-Austin Medicine/Ambulatory Performance Improvement Committee, Seton Brain and Spine Committee, Stroke Team, Acute Coronary Syndrome and MI Team for Seton Medical Center, and Surviving Sepsis Goal Directed Therapy Team for Seton Medical Center. Dr. Roberts has also been a Physician Reviewer for The Texas Medical Board.

Bruce Moskow

Bruce Moskow, MD, JD, FACEP, FAAEM

Founding Partner and Manager
President, Emergency Service Physicians, PLLC

Dr. Moskow is the current President of Emergency Service Physicians, PLLC, and serves on the Board of Managers. As a managing partner, he is directly involved in the day-to-day operations of ESP.

He received his medical degree in 1979 from the University of Texas Medical Branch at Galveston and a law degree in 1983 from University of Texas School of Law. He is ABEM Board Certified, and Re-certified, in Emergency Medicine. He is a Fellow of the American College of Emergency Physicians, and is a founding member and Fellow of the American Academy of Emergency Medicine. He performs quality reviews for the Texas State Board of Medical Examiners.

Dr. Moskow served as Medical Director of the Seton Northwest Hospital Emergency Department from its opening in 1991 until 2003. He is a Past Chief of Seton Northwest’s Medical Staff and Past President of the Seton Family of Hospitals Medical Staff. He was a founder and was on the original Board of Directors of the Emergency Department Practice Management Association. He serves as an elected Councilor from the Texas College of Emergency Medicine to the American College of Emergency Medicine, and is on the Board of Directors of the Emergency Medicine Risk Retention Group. In 2012, he was elected Secretary of the Board of Directors of the Texas College of Emergency Physicians.

Dennis Watts

Dennis Watts, MD, FACEP

Executive Vice President of Business Integration

Dr. Watts is Executive Vice President of Business Integration for Emergency Service Partners and serves on the Board of Managers. He remains active in clinical practice and uses his experience to play a key role in building effective emergency departments with new ESP contracts.
 
He received his medical degree from the University of Arkansas Medical School and completed his residency in Family Practice at the University of Utah. Dr. Watts is board certified in Emergency Medicine and Family Practice. He received an M.S. in pharmacology at the University of Arkansas in 1977. He was an Assistant Professor at the University of Texas at San Antonio on both a full-time and part-time basis for five years, and is a Clinical Assistant Professor of Emergency Medicine for the University of Texas Medical Branch (UTMB) at Galveston.
 
Dr. Watts has worked in emergency medicine as both a staff physician and emergency department medical director. He has served as the medical director at both Seton Highland Lakes Hospital in Burnet and Seton Southwest Hospital in Austin; he was also Chief of Staff at Seton Southwest from 2005 to 2007. He has served as interim medical director at St. Joseph Medical Center in Houston, Texas Health Presbyterian Hospital in Flower Mound, and Seton Smithville Regional Hospital.
